as far as i know, you will need a development kit from the manufacturer
anyway. for the simple reason that you need it to download applets to the
card. if you find a free tool that can download applets to javacards, please
let me know.
i have heared that this situation will change with card compliant to
javacard 2.1.1. but up to now, i have not seen even one card fully
supporting this standard.
