On PocketLinux, there is the Waba Virtual Machine open source
project (http://waba.sourceforge.net/), and also Kaffe (by default),
and also J9 (ARM version). There is also a version of waba for WinCE:
WabaCE, that can be found at: http://www.webcom.com/abmss/WabaCE/

I'm not sure whether all these JVM can use either the javax.comm
API or the "Connector" (KVM-style) API.. But concerning the javax.comm
extension, the 'SerialIO' company pretends to have ports to WinCE Mips,
SH3, SH4, ARM, and x86, and also EPOC32 ARM.

Moreover, the Linux implementation based on RXTX (http://www.rxtx.org/)
is portable, so it can run on any Unix-based systems (there was even
a Windows port at one point but I think they gave up due to a lack
of interest).
