the CardServiceVOP211.class must be in the classpath (gemplus-services.jar)

you also have to check your opencard.properties ...
there's must be this line inside :

OpenCard.services =
com.gemplus.opencard.service.op.vop.vop211.CardServiceVOP211Factory

I think you missed one of these 2 points ...
