Dear Jeff,

I guess you are using GemSAFE cards (4K & 8K). 
These cards work only with their corresponding crypto modules(PKCS#11/CSP).

Please note that the Card Details Tool accepts the same PIN(1234, if default). Using 
my little brain, I deduce that the crypto-module translates this PIN to the actual PIN 
stored in the card.
