It seems to me that you should use the Pcsc10 terminal (i.e., specify
 com.ibm.opencard.terminal.pcsc10.Pcsc10CardTerminalFactory in the
properties file) instead of PcscMig.

The later (Mig) was used by IBM in connection with drivers that were
"migrated" from a propretary API to PC/SC API, and it seems to me that
they required supplementary properties file (in addition to the
opencard.properties) in order to work properly. Anyway, as all readers
have at least a PC/SC driver now, the Pcsc10CardTerminal should work
just fine.
