Hi,

ISO/IEC 7816-4 does not define that p1 has to '00'.

Here is what the standard defines:

p1 describes the method of selection

select by identifier
=============
'00' select by identifier ( datafield = identifier )
'01' select child DF ( datafield = identifier )
'02' select EF under current DF ( datafield = identifier )
'03' select paranet DF of current DF ( datafield empty )

select by DF name
==============
'04' direct selection by DF name ( datafield = DF name )

select by path
===========
'08' select from MF ( datafield = path without identifier of MF )
'09' select from current DF ( datafield = path without identifier of 
current DF )

P2 defines if information of the selected File should be returned:

'00' return FCI, optional template
'04' return FCP template
'08' return FMD template


Beside the defined params there can be properitary commands of your card. 
Take a look at the card refernce manual!
