When I last saw the draft ISO document, only the command set and data format
for communication between card and terminal, and NOT the data structure on
the card. But the discussions continue with the ISO Working Group, and
unfortunately they have not been very visible here in the UK.

For those who don't know RSA labs (the pkcs people), here are some links to

Home page is http://www.rsa.com, but this is not the most useful place to
start when looking for basic information about encryption and RSA's work on
encryption standards and specifications. Instead, start at

presentation, the mirror site at
