i think that your question have sense only when reversed., "OCF does always
support JavaCard ".
Javacard not have to support OCF. OCF is a framework to build application
including smart cards and card readers.
Javacards does not natively work with OCF, and this feature is nonsense.
The reverse question can be answered as follow : OCF support javacards through
an adequate cardservice.
