Two ways which I can think of straight away are:
(1) You create the file with *relaxed* access conditions. After storing the secret 
codes, you lock the access conditions.
(2) You create the file with update access conditions = secure messaging.

BTW, you should be having an API which supports *loading* of secret codes.

Another alternative can also be as follows: Create the file with 'read' and 'update' = 
LOCKED, 'write' = FREE. The *first write* will always behave like an update operation. 
Hence, you can do a write binary on the file. Once you are done and the secret code 
tested, you can lock the write operation too.
