OODL: Voting cgi - XFCN needed

Adrian:  I'm having trouble with non-ASCII characters and need to deal with
the URL and HTML encoding/decoding to display these characters properly.  A
while back when I was working on the petition cgi, I was sent a couple of
XFCNs that did just this type of thing.

Adrian:  If anyone knows of XFCNs that do this type of thing could you tell
me where to get them from, or just email them to me.
