It's quite possible the 60 Minutes episode I described is over 15 years
old; so I don't guarantee 100% accuracy.
It may have been a very small island or a small village on a larger island
(Guam?). The US government felt there was a strategic need to bolster US
presence/influence in the area, and eventually all adults in the village
received monthly payments from, or passed down via, the US.
The village had supported itself for centuries by fishing and trading.
When 60 Minutes got there (less than 10? years later), not a sole in the
village fished commercially (if at al). Everyone had purchased
refrigerators & TVs and spent life watching the tube and waiting for next
month's check.
Here, fellow Americans, is your tax dollar at work...and the dark side of
altruism.
