I think we need a leader that makes a final decision when and only when the decision cannot be reached by democratic means. We should first try for consensus, then try a vote and then resort to the leader. The leaders main job though, will be to automatically make small decision like, does this patch that fixes a bug everyone's been complaining about go into the official version. The maintainer would consult with the group whenever there is some doubt about what should be done. Also, I think the maintainer should have to be reelected every so often so that they are answerable to the group and the group doesn't have to resort to forking to change the leader. (A two thirds majority can be exceptionally hard to get if only half the people are willing to vote). We also need to decide on policies for voting. We've already decided on most of these policies. Good work for getting this constitution draft started though Anthony! You have come up with a very good start.
