Adrian: This is quite right. We must decide on a licence and since noone
has disagreed with PD it is certainly looking like that is our choice. I
would like to take a formal vote on this because it is such an important
issue though.

Adrian: The voting CGI is fully functional except for encryption. If
someone will write an encryption XCMD or HT script that I can throw into it
it will be complete.
