Mark,
this doesn't sound bad! Many of you might know that in Switzerland, people
are allowed to vote about almost every issue. But they're only allowed to
vote "Yes" or "No". This leads to very good laws not passing because they
don't go far enough for most people, or the other way round, because they
go too far in a single aspect.
I think this percentage voting system would be great -- it could still
become mob rule, but since people can split I think this won't be that much
of a problem. So, my suggestion is a voting mechanism with percentage
votes. We should also make frequent use of polls, where people have an
additional option of saying "I want to re-discuss the following aspect".
It should be possible to vote both via WWW and via e-mail, though, since
this'd make it easier for people to vote, which means we'll get more people
to vote (in Switzerland, the average number of people actually voting is
below 50%, last that I heard).

Maybe we could say a higher percentage than 50% is always needed. This
would make it closer to consensus again. Maybe 65%...?
