of my web site generator, accessible

The salient points of this version:
* No frames.
* No cascading style sheets.
* No dynamic image swapping.
* Very little JavaScript remaining.
* Handlers optimizations have begun.
* It is still a CGI, for now.
The salient points of next version:
* Elimination of all JavaScript.
* Handler optimizations will be completed.
* XCMD(s) will be created to maximize speed gain.
* System will no longer be a CGI.
* It will output entire site as hard-coded HTML pages.
