The difference between JavaCard and OpenCard is that JavaCards are smart
cards which can be programmed in Java while the OpenCard Framework is a
framework for writing Java Applications that use smart cards - for example
JavaCards or file system oriented smart cards.
So it's not JavaCard vs. OpenCard, it's rather JavaCard and OpenCard. You
can use the OpenCard Framework to write Java applications that use
JavaCards.
