arguably, when i call "new CommandAPDU(new byte[16])" i create an empty apdu to
which i expect to be able to append, much as i would using the constuctor with
int. at the very least, the api doc has to spell it out. still, imho, using the
name append is misleading, as i would expect the behaviour found in StringBuffer
append().
