All those interested in smartcards in the internet payment environment could
do worse than visit the Europay website:

By following the e-commerce route in particular, you will notice a picture
of a PC with a MasterCard inserted into an external chip reader! Follow
links to Europay France, and there is an explanation of C-SET.
The whole process as described by Peter T is well-explained on this website.
Europay staff are also, in my experience, very helpful - should you wish to
contact them.
SET protocol can be downloaded, as well as other technical documentation
(although you have to persevere searching the whole site to get the full
picture).
The bank card industry is particularly complex for outsiders. In this
respect, it is worrying that "Microsoft Man" hadn't fully grasped the
context, since his employer is supposed to be a major player in this field.
