I know of no way to use javax.comm under Netscape's JVM because the native DLL
is loaded in the static initializer of the
javax.comm classes and you cannot request the necessary privileges for the
thread running the static initializer.
IBM has filed a bug report to SUN which was accepted as
"(Review ID: 54232) javax.comm under Netscape 4.07 JVM on Windows NT"

Options you have are:
- use OCF 1.1.1 with a PC/SC Smartcard reader under Netscape 4.x's JVM (see the
OCF Programming Guide on how to do this
- use OCF 1.1 or later with SUNs plugin(Sun's JVM and Sun signing) under
Netscape's Browser
- use Microsoft Internet Explorer with javax.comm driver (e.g. Gemplus GCR 410
driver)
