Yes to both questions.
You can tell that a new card has been inserted/removed by implementing the
CTListenrer interface and registering as a Listener.

does the pcsc10cardterminalfactory in the ocf ref implementation  implement a
pollable interface ? or does it generate events when cards are inserted and
removed from the reader ? ie how can i tell when a new card has been entered or
removed ?
