Perhaps you could contact Schlumberger to get
information about their products?

In answer to your questions:

1) Yes, you need Schlumbergers sdk.
2) No, you need Both a Javacard development software, 
and Schlumbergers SDK. OCF provides the means to allow
a java client application to communicate with the on-card applet, 
independant of the reader and the card.
