Do you mean JavaCard applets, or Java applets to run
in a browser ? In the first case, no, OCF is not helping
you to write JavaCard applets, it might help you to write
server-side Java code that will communicate with your
applet, e.g., by subclassing the: opencard.opt.applet.AppletProxy
class. See the programmer's guide for more details.
In the second case, the answer is yer. See a FAQ on the subject:

If you mean "can I send APDU to a card through a reader", then
the answer is yes as well. You will need to use the
opencard.opt.PassThruCardService class in order to send APDUs
