[OCF] GemPC430 error

Whenever I try to send a simple APDU to a javacard applet on a physical card I get the 
following error. 

***Pcsc10CardTerminal: PCSC Exception in method SCardTransmit: error occurred with 
SCardTransmit
return code = 000006f9

any ideas what the return code represents?
