I am currently using GemPlus MPCOS-EMV 64K cards for
a health passport application. The card is currently used
as you just mentioned -- to store data. I have also
implemented it's cryptography for Authentication and Signature
services based on 3DES and moving from static shared secret
to PKI based key management techniques.
If I understood correctly, you wish to know what exactly is done
to use this card as a simple storage device. Here we go:
1. Personalize a card with a file (EF)/directory (DF) structure of your
choice with 'open' or 'public' read/write/update access controls
for each EF.
2. Write an application that will access the card using standard
APDUs to perform read/write actions.
