It has always seemed to me that smart card standardisation was really to
help the component suppliers (mainly related to the cards) use standard
manufacturing methods. After that the early system suppliers were vertically
integrated, supplying you with a complete but closed scheme. We have never
managed to move out of that.

In the proximity card standard (ISO/IEC 14443), a number is recovered during
the anti-collision phase. Unfortunately, the card is given the option to
either use its serial number or use a random number (and the reader cannot
tell which the card is using).

Global Platform has a method to identify the card platform, but I don't
think it has specified the serial number access method.

The MUSCLE group have an archive of ATRs, of course.
