Try upping the value of trace in the opencard.properties file to see more debug info.

Demos, that only read information from the cardterminal, works without
problems (e.g. getterminalsinfo.bat)

maybe try the PC/SC wrapper from Gemplus:
http://www.gemplus.com/techno/opencard/cardterminals/pcsc/download.html

That's what I had to do last year in order to get it working on my Win2K.
