As nobody knows what the registers are used to, you need to get the values from somewhere. So it means either Windows or Linux with the proprietary VIA driver. Once you got the values, or even better a set of values for different use cases (resolution, bitdepth, PAL/NTSC/HDTV, s-video/composite/RGB), you can learn enough on the registers to setup your own modes. For bonus point, you can write an userspace app that can setup the tv encoder(s) on the fly.
