I cannot quite see how 16 bpp equals speed - colors need to be downmapped
into 16 bits instead of being directly copied as-is under 24.

The odd thing is, why on earth does DRI/DRM decide that it can use more
bytes for the heap on lower bpp.

 16bpp:
(II) CHROME(0): [drm] Using 22801376 bytes for DRM memory heap.

 24bpp:
(II) CHROME(0): [drm] Using 14015456 bytes for DRM memory heap.

Also, with 16bpp, the "heap could be too small" message disappears.
I don't get these VIA chips' behavior at all. (The K8M890 even runs
faster with xorg's vesa.)
