Try adding Option "VBEModes" "True" to your xorg.conf
That should fix the problem, at least in 32-bit installs.
VBEModes doesn't work in 64-bit installs (it prevents the driver from
loading), so the panel won't come up when using a 64bit distro [Correct me
if i'm wrong].
