This would be a nice bonus, but I don't think it's too limiting as it is. I like overscan and it's a good thing that the chip allows you to use the whole analog video signal instead of artificially limiting the display window.
You can run into problems when other people are not aware of this, for example some people that convert/record videos or movies don't know about the 'safe' areas so the crop off the border, resulting in missing information when displayed in full screen by a media player on a CRT. Also some video game emulators can have difficulties to add the original border to the output. The reason I keep my 28" CRT is for emulating video games, and to hook up my NES/SNES/Amigas so a "pixel perfect" analog video signal with full overscan is very useful. My dream would of course be a variable horizontal pixel clock so I can get 100% correct aspect ratio when emulating the various old systems, but as far as I know, the dot-clock is hardcoded in the chip.
