#391: Use DRICreatePCIBusID when available

The attached patch uses the DRICreatePCIBusID function to create a new-
style PCI Bus ID (pci:oooo:bb:dd.f) when available. Although libdrm
understands both the new style and old style (PCI:b:d:f), the latter
doesn't allow for specifying a PCI domain.
