#393: EPIA SP 8000 Color clock/size wrong

I'm having issues on PAL TV out of the board.
I've got an analogue TV, 16:9 format, and the top of the screen has a band
which seems to leak color from the bottom, something like a wrapping
around, and the color loses sync every 4-5 seconds.
I'm using 720x576NoScale mode, and the other issue is that the display is
larger than the TV viewable area, even if I change the TV output format.
Other resolutions work very badly.
