If you mean, you can receive incoming mails into the queue, but not deliver it, you're in some problem. But, if incoming mails addressed to your domain are delivered after scanning but not the mails from your domain to outside users, then it has to do with something else. In the former case, please check out whether both the incoming and outgoing MTAs are both running.
