From what I have tested, copying the spamcop_uri.cf file to the SpamAssassin Local Rules Dir (ie /etc/MailScanner/SA/RulesDuJour) works and I find sample spam messages to be found in the URI checks.
But, other directories like SpamAssassin Default Rules Dir, SpamAssassin Site Rules Dir don't work. So, you could copy the spamcop_uri.cf file to the /etc/MailScanner/SA/RulesDuJour directory and have it working.
