Item #2 is almost certainly not a question for the OpenConnect mailing
list and instead a question for the maintainers of the Debian source
package: Mike Miller and Luca Boccassi according to the Debian website[1].

I think the problem is actually with NetworkManager-openconnect. I've filed an issue with them:

In this case it seems like openconnect is building the packages but may be relying a debian/control file hosted in NetworkManager-openconnect that is not used by Debian upstream?
