There are reasons for it which you an find in list archives if you
really want to know. EPEL never used the 1.3.x series.
We plan the golive for Feb. 2013, will there be an stable version of 1.4 be
provided via EPEL ?
The latest version for EPEL is currently waiting on ldns-1.6.16 to propagate
from updates-testing to updates. Until then, you can grab the latest
version packages (1.4.0-0.b2) from ftp://ftp.nohats.ca/opendnssec/
Be aware that you must have ldns-1.6.13 or 1.6.16.
Is the Luna PKCS11 provider library opensource? Can it be packaged up?
