The cygwin1.dll in usertools is outdated.  It does not support
exporting libc functions, therefore I use Cygwin v 1.1 CD Release.

You have 3 options:

1) From the nearest CompUSA store buy a Cygwin CD box.

or get it from http://www.cygnus.com/cygwin.  Of course you get
almost $20.00 discount if you purchase from CompUSA.  Cygnus will sell it
to you at MSRP.

2) Go http://sourceware.cygnus.com/cygwin and choose developemnt
snapshots.  Download cygwin1.dll only, which approx 250 KB.  It will
unzip to a cygwin1-xxxx.dll, rename it to Cygwin1.dll and in your
user tools directory rename the old Cygwin1.dll to Cygwin1.dll-old
then copy new dll to that directory inside cygnus/cygwin-b20/H-i586-cygwin32/bin
3) Recompile the code yourself, which would cost you a lot fo time in 
downloading 
neccessary tools.
