I assume you are assking how to call DX libs, compiled for Cygwin,  from Visual C++.
You are - "Out of Luck", unless you know the ins-and-outs of GCC programing.  OR, ask
at Cygwin mailing list how to do it (http://sourceware.cygnus.com/cygwin).  It is possible
but it best works with  DLLs.  DX libs are static libraries therefore it would not be possible....
 
You should get the latest OpenDX 4.1.1 binaries for Windows from http://www.onepndx.org
These have VC++ compiled libraries, but you may also need the Exceed XDK?
