Next experiment: imagemagick "convert my.gif my.rgb", then create a .size file of the appropriate flavor (in this case "225x239"). Use ReadImage and Print to examine and the high triplets are indeed [1,1,1]. So it sounds like the heuristic used in converting color maps from TIF is flawed at least in this boundary case where there are only 2 extreme colors: there's a bit of levels compression going on.
