David, No you do not need Cygwin. Per Greg you could use the scripts in windows directory, but I personally could never got those scripts working for me.
I will ftp to your server the *.dsw files today or tomorrow. I am puzzeled about installer to to take care of registry entries. Those codes were disabled because they require you also have a License available fro OpenDX.
