It doesn't need to be, As I've not set up a CVS repository before, I
was just thinking it would be better because I've seen it set up this
way from lots of other projects. But either way is fine with me.

Why does it have to be a separate project? Why is modifying files in it
different from modifying files elsewhere in OpenDX? I don't want to create
a new project because it creates a potential version mismatch, particularly
as the docs get updated. I'd rather that it all remains one project. Of
course, I can be convinced otherwise...
