Provide a fontList specification for vpe and control panel annotation.
Since I reduced the size of fonts used in the ui, I accidently changed
the fonts used by the annotations but that's not allowed since the
sizes and locations of these things are stored in .net and .cfg files.
The specifiction provided is the same as the spec that was in use in
the ui for the previous release and should make control panels look
the same way they did when the older nets were created.
