What are you going to edit it with? Docbook was a strange internal IBM application.

Rather peculiar that IBM has agreed to release the code as opensource,
but not its documentation.

Has someone ever officially asked IBM for the documentation sources?

I can't imagine IBM would be so particular about these sources, as it
gradually will get out-of-date, if not updated for the opensource code
modifications.
