YOU SHOULD NEVER USE Winzip or PKzip on a tar.gz file!!!! PERIOD. YOU MUST USE tar zxvf cygwin-inst-xxx.tar.gz
Winzip and PkZip or any other Windows Zip software will insert the Windows crap at the end of lines .i.e a <cr> which would creat problems.
