I had tried this(command /e:2048) on a Win95 PC and it seemed
to work fine there (I ended up with two shells loaded into memory) but
the system did not crash. Win98 did crash.

Your command is not exactly correct.
You need the following in config.sys, not autoexec.bat, otherwise
you
are bound to rash your system and creat problems possibly corrupt
it.

shell=C:\command.com /e:4096 /p
