my recollection is that if the images are exactly the same size, Arrange simply pastes them together, so there shouldn't be any "unusable" space. However, if they are not the same size, it uses some algorithm to insert black space in between them so that they fill up a rectangle. Is that the "unusable space" you mean? If your images are not the same size, you may want to try the "compact" parameter to control things better.
