You can certainly define a circular region, annulus, etc. using Construct
and Compute to create a field with the appropriate geometry.  This could be
overlaid on the image, the image data could be interpolated on to circular
region (i.e., via Map), data could be compared, etc.  You could also you
Pick or Probe to interactively define points (e.g., one for the center and
one to define the endpoint of a radius) in the Image window and then
construct a circle.
