Yes, they work under Windows in the same way for either format="dx" or
format="general".  As with Unix, I've used them to run compiled programs as
well as running scripts.  With some tools for compatibility with Unix
(e.g., cygwin, mks), you can easily create shell scripts to use in this way
that are portable between various Unix flavors and Windows.
