I need to check with developers at Valinux.  nVidia drivers are not open
source therefore they have a right to tell me not to redistribute via a
download site.

Well other way around ;-) the version 1.0-1251 was derived from the one I
have, as far as I know.  I did send some debug and testing feed back to
nVidia folks back in April.
