Yes. I routinely build and use OpenDX on Windows with Cygwin. I have it
running on W2K and NT, using Exceed with and without Exceed3D and with
XFree86, which is the X server that comes with Cygwin. I don't think I do
any special tricks (that I am aware of). I always build from CVS source.
The only problem I know of is that it requires up-to-date
automake/autoconf. If y'all want to try it and encounter problems, I'd be
more than happy to help.

Dear All,
after many of these messages about OpenDx on a Windows system (I have
posted one too, a couple of months ago), one question arises: is there
someone on the earth who really succeded in installing OpenDx on some
flavour of Windows & Cygwin and really uses it routinely for everyday
visualization tasks? If this person exists, please let us know how you did
(with as much detail as you can)! If no one really knows how to run OpenDx
on Windows, please let us know, so we stop loosing our time!
